Two is the number 2.
Use two when you mean one more than one and one fewer than three.

To has two meanings.
   1.  To can be used as a preposition, which begins a prepositional phrase and often indicates movement from one person, place, or thing to another.
      Examples of to used as a preposition
           
   2.  To can be used before a verb to start an infinitive.
        Examples of to beginning an infinitive
            

Too has two meanings.
   1. Too can mean "also."

   2.  Too can mean "more than enough" or "very."
